This report and its recommendations are the work of a subcommittee of the Public Rights-of-Way Access Advisory Committee (PROWAAC) and are intended to provide technical assistance only. The report is not a rule and has no legal effect; it has not been endorsed by the U.S.

Access Board, the Department of Justice, or the Federal Highway Administration of the Department of Transportation. The Board is developing new guidelines for public rights-of-way that will address various issues, including access for blind pedestrians at street crossings, wheelchair access to on-street parking, and various constraints posed by space limitations, roadway design practices, slope, and terrain.
