This report and its recommendations are the work of a subcommittee of the Public Rights-of-Way Access Advisory Committee (PROWAAC) and are intended to provide technical assistance only. The report is not a rule and has no legal effect; it has not been endorsed by the U.S.
Access Board, the Department of Justice, or the Federal Highway Administration of the Department of Transportation.
